Re: Indo-US nuclear deal

Hi,
I thought i'll bring in my perspectives.

Many left leaning newspapers like 'The Hindu' have been pointing out the fallacies of the nuclear deal almost everyday. Firstly, it is said that the deal will not permit us to pursue an independent foreign policy anymore. I do not agree to this, many countries including china have signed the 123 deal with USA and they have not lost their identity. If it is true that a nation will have to play second fiddle to USA after signing the deal, then China should have followed USA's dictate and voted against Zimbabwe in the UN recently. It did not.

Secondly, they point out that  the nuclear power not be an important source of energy and that coal will lead electricity generation for many decades to come. This is not true -check out http://www.hinduonnet.com/af/india60/stories/2007081550421200.htm. Our 3-stage nuclear project is well conceived and is unique in the world. The first stage comprises of Pressurised heavy water reactors (PHWR), second stage consists of  Fast Breeder Reactors(FBRs), third stage is Advanced heavy water reactor(AHWRs). In each of the stages, the amount of energy generated per gram of fuel multiplies by more than a factor of ten.

"The availability of additional uranium resources, which is the main constraint today, will enable us to construct more PHWR units, leading to a rapid increase in generation capacity over and above the 10,000 MWe planned for the first stage. This augmented base will lead to a much larger share for nuclear power in the long run through 50-60-fold multiplication as a result of the three-stage programme."

Infact it is argued that the countries of the world will adpot India's 3-stage model in the future.

Thirdly, it is said that the 123 deal does not provide re-processing technology, it merely provides permission to reprocess the fuel ourselves. It is to be remembered that getting the deal to be re-written to allow reprocessing of the fuel is in itself a great diplomatic victory for our negotiators. We already have the reprocessing technology (for those who want to know more about reprocesing technology of india http://www.jstage.jst.go.jp/article/jnst/44/3/44_393/_article).

The nuclear deal is really important for our energy security. If we have to free ourselves from the eternal Oil shocks then we must certainly take this path. If we don't, only then we'll look like losers in the international community for not being able to realise our potential to attain self sufficiency.

What I think is that whatever information we get via different media
sources is half baked...and my view regarding the deal is via

NATIONAL PERSPECTIVE

....The deal is in national interest...as it caters to the future
energy security needs of our country
though to a very limited extent ( at present nuclear power contributes
3% in overall energy,after all this it is estimated to contribute
about 7%)
....Via this deal Indian nuclear scientists will get the access of
advanced technology though the doubts prevail regarding transfering of
technology in  limited spheres ( Our nuclear programme is a three
stage process)
.....This deal opens the gateway for nuclear commerce for India,so
even if after all political hiccups if in US congress the deal is not
finalised then also India is in win win situation as after approaching
IAEA and NSG members India is free to trade with other NSG countries.
.....This deal is a package of co-operation in various sectors-
agriculture,industry,medicine,defence etc so brings enormous
opportunities for our scientific community
....This deal will help India in achieving its commitment to reduce
carbon emissions to some extent (commitment given in G8 summit in
context of global warming-climate change)

INTERNATIONAL PERSPECTIVE

...This deal will give strong message in the international forum about
inclinational change in India's Independent foreign policy.India will
be considered inclined towards US
and the sovereign decision making of India will be questioned.
...Co-operation in defence sector can have serious long term
implications
...India's relationship with other countries will be seriously
affected.

These are the points that are coming in my mind at present..as main
part positives,negatives,sequence of events  Mr.Ramakrishna has
already covered systematically in his blog.
