[Indian Current Affairs:850] cag report on gorshkov deal

The very report that the Indian navy and ccs caused loss to the
treasury is a just one side of a coin . The main reason for doing this
was to ensure that the ship doesn't end up in the hands of the
Chinese . The cost incurred can be seen as an expense to maintain the
Indian naval superiority in the region.
